Ms FORREST asked a question of the Leader of the Government in the Legislative Council -

 

 

(1)  (a)     For each college in Tasmania, how many students were enrolled in year 11 in 2012 at the first census date in that year; and

 

       (b)     including all students, regardless of how many points in which they were enrolled, how many of these students in 2012 or 2013 were awarded the TCE in 2013?

 

(2)  (a)     For each college, how many students were enrolled in year 11 in 2009 at the first census date in that year; and

 

       (b)     including all students, regardless of how many points in which they were enrolled, how many of these students in 2009 and subsequent years were awarded the TCE by 2010, 2011, 2012 and 2013?

 

(3)  (a)     For each college, how many students were enrolled in year 11 in 2010 at the first census date in that year; and

 

       (b)     including all students, regardless of how many points in which they were enrolled, how many of these students in 2010 and subsequent years were awarded the TCE by 2011, 2012 and 2013?

 

(4)  (a)     For each college, how many students were enrolled in year 11 in 2011 at the first census date in that year; and

 

       (b)     including all students, regardless of how many points in which they were enrolled, how many of these students in 2011 and subsequent years were awarded the TCE by 2012 and 2013?

 

(5)  What measure or measures does the Department of Education use to assess the success of the colleges in providing senior secondary education?

 

(6)  If the measures employed in questions (1) to (4) above are not routinely used, what quantitative assessment does the Department of Education make of the relative performance of the colleges in supporting their students to complete the TCE?

Students can take a number of years post-year 10 to complete their TCE.  Some students complete the TCE requirement for 120 credit points of attainment by undertaking further VET units and qualifications post-year 12.

 

(3)  (a) and (b)

 

**TCE is attained after two years study.  The 'TCE by 2011' means attained the TCE at end of 2011. So, as an example using the data below: of the 255 year 11 students enrolled in Don Campus - Academy in 2010, 138 achieved the TCE in year 12 in 2011.  At the end of the following year (2012) 148 students have attained the TCE (i.e. a further 10 students from the original 255 students enrolled at the start of 2010)…by 2013, 151 students of the 255 have attained the TCE (i.e. a further 3 over the 2012 figure).

(5)  There are a number of measures in place to monitor and measure the success of the colleges in providing senior secondary education and to ensure open and transparent processes are in place to do so.

 

       The department has identified retention and attainment targets in its Measuring Progress document. All of the Tasmanian colleges are required to report through MySchool with a link to their school's website, as well as public reporting through the Department of Education's Annual Report.

 

       The Annual Report provides performance information using a number of attainment measures for 15- to 19-year-olds and established targets for the following year.

 

       Further student attainment percentages are publicly reported in the Productivity Commission's Report on Government Services and the ABS publication Schools Australia

 

(6)  The department uses a number of measures to assess the success of colleges in providing senior secondary education. While TCE attainment is one indicator, the measurement of success is much more complex.  Success in itself is multi-faceted and includes aspects of student attainment, student, parent and teacher satisfaction, school accountability and community confidence as well as responding to the schools' context including socio-economic factors and parental background, all of which influence success.

 

All Tasmanian government schools are required to develop and implement a school improvement plan which is regularly reviewed with meaningful targets established.  Schools are required to report annually to their school community on progress made against the plan.

 

The department utilises a number of measures to inform and monitor school improvement including the trialling of a four-yearly school review process which includes senior secondary schools and regular meetings with Principal Network Leaders whose key role is to focus on improving the performance of all schools in the network though building the collective capacity of principals to lead and manage schools and improve the performance of all students.

 

The senior secondary principals are required to participate in a performance development process whereby they would discuss evidence and strategies that can be utilised to inform school improvement planning and identify any relevant professional learning or support they may need.

 

The department is actively involved in ongoing research and analysis of senior secondary school data including destination information in order to develop a more accurate a complete picture of student success.

 

At this point in time, the data available provides only part of the picture.  Access to student data from Skills Tasmania and TasTAFE will provide a much richer picture of student attainment, be it in an apprenticeship, traineeship or certificated course.

 

Work is underway by the department to progress this sharing of this data.
