Ms FORREST question to LEADER of the GOVERNMENT in the LEGISLATIVE COUNCIL, Mrs HISCUTT

With regard to Federal grants from the Community Development Grants program that have awarded to the State:

1. What State projects/programs have received Federal funds as Community Development grants;

2. For each project/program, how much funding was provided for each; and

3. For each project/program funded under the Community Development Grants program, how were each of these treated for GST purposes?

ANSWER:

1. The successful grant recipients from the Australian Government’s Community Development Grants (CDG) program, and how much funding is provided to each project/program are publicly listed on the Australian Government’s Grant Connect website

On review of the data listed, from 2017-18 to 2022-23, the below table provides a summary of grants provided to community organisations in Tasmania. A total of 130 Community Development grants were provided, amounting to a total of $229,352,337.

3. It is not possible to provide a definitive response on how the Commonwealth Grants Commission (CGC) would assess grants provided under the CDG program. The CGC’s assessment of whether a payment will impact state GST relativities depends on the purpose for which the funding was provided and whether it supports a state service. The impact of Commonwealth payments on Tasmania’s GST distribution also depends on the amount of funding received relative to other states and territories, including the extent to which funding is above or below the state’s equal per capita (EPC) share.
